中国现正朝向工业化、城市化、现代化方向发展,家庭养老功能日趋减弱,伴随国民经济快速发展城镇人口逐渐增多,农村老年人口数量远远多于城镇老年人口数量,如此一来农村老年人的养老问题显得格外关键.构建新型农村社会养老保险制度是当前及今后我国社会保障制度建设的重要任务.构建新型农村社会养老保险制度既要充分利用实施旧农保所积累的成熟经验,又要在旧农保的基础上进行制　度创新.“新农保”方案在制度设计上比旧农保有较大进步,但也存在一些不足.本文在明确“新农保”制度重要性的同时,立足于发展实际,指出当前农村社会养老保险制度尚且存在的问题,并根据所掌握的数据资料分析的结果,针对存在的问题提出了建立和完善我国农村社会养老保险制度的对策建议.
