1.Introduction
From the ancient times,our country has been a country with high frequency of the natural adversities and man-made disasters.Since the time of the 1990s,man-made disasters has happened frequently,such as the Yantai “11.24” maritime peril in 1999,the Dongdu shopping center fire,Luoyang,in 2000,the bombing incident of the Xifanglin primary school,Jiangxi Province,in 2001,disastrous water leaking of the Lajiapo Sn mine,Nandan,Guangxi Province,in 2001; “Nanjing empoison incident” in 2002.9; the SARS of 2003.1; the explosion both in Beijing University and Tsinghua University and so on so forth,all of which are so striking.It is an urgent problem to solve for any government,as a public crisis management center,how to manage and handle frequent crises.
Facing various crises,the government,without doubt,plays a vital part.The governmental crisis management system and crisis management ability are the keys to prevent crises and decrease the crisis harm.Looking into the present state of crisis management and the experiences of dealing with crises,it is clear to find out that the way our government has been dealing with frequent crises during the time of social changing is a mode of convergence and feedback,which stresses crisis handling rather than crisis management.Thus,because of the contradictions between the reality of frequent emergencies and the lower crisis management level of the government,it is urgent to establish the crisis management system among the public sectors with the government taking the lead.
