摘要:经过多年的研究和探索发展,我国高校包括培养应用型人才的高职院校均建立起“奖、助、贷、勤、补、减、偿”为主体的学生资助政策体系.但实践过程中,仍然无法做到“凡所应助无所不助”的覆盖面,同时贫困生未受助,非贫困生屡受助甚至贫困生获得资助后“背信弃义”等非正常也时有发生,育人效果甚微.本文尝试以1934年“罗斯福新政”社会福利体系构建中确立的“以工代赈”政策为启蒙,探讨创立高校“按劳分配为主体、多种分配方式相结合”的资助育人模式创新的可能性.
