关于独立主格的问题
If all things are considered,I think we must start right away.改成独立主格结构,可不可以是If all things being considered.If要不要去掉,为什么,being要不要去掉,为什么.
还有一题类似的，When the office building is completed,they can work in there.改成独立主格结构，可不可以是the office building being completed,they can work in there

If 在改变为独立主格的句子之后必须去掉：
因为IF是一个原因状语从句的引导词,也就是说IF后面跟的是从句；如果变成独立主格的句子,就不存在从句部分,因此IF必须去掉.
这里being最好去掉,因为过去分词已经可以表示被动态.
不过如果你要强调“所有东西都【一直】被考虑到”那么可以保留being,这里的being是强调动作的持续性.
