The establishment of the WTO was,undoubtedly,a milestone in the history of the post-war international trading regime.The fact that 123 contracting parties had agreed to bind themselves together and commit themselves to abide by common rules and disciplines,when the global trading environment was extremely difficult,was a great commitment to the cause of multilateralism.By the mid-1990s,the world economy had undergone a historical reordering with the end of the Cold,War era and the consequent demolition of the bipolar economic order.The world over,there was an unflinching faith in market economy and liberalisation.All the economies were converging to market-oriented economic structures and the virtues of global interdependence and integration were firmly established.Accordingly,the need for trade liberalisation was already in place.The ushering in of the WTO regime was perfectly in tune with the prevailing atmosphere.
The problem,however,was that the members of the WTO were not all happy with the results of the Uruguay Round.When the negotiations were finally concluded,there was enthusiasm no doubt,but that was displayed largely by the developed market economies.The developing countries were,by and large,less enthusiastic and were reserved in their assessments.The prominent ones amongst them were already smarting under a sense of perceived losses and had a feeling that they had signed 'blank cheques' in favour of the developed countries.
