摘 要
随着我国行政体制改革和政府职能的转变,服务型政府的建立深入人心.推进政府网站建设,既是创建服务型政府的有效手段,也是促进社会和谐发展的重要举措.科学评价当前政府网站的运行情况,对促进我国政府网站的建设与改进有重要意义.基于“以人为本,政务为民”的精神,政府网站绩效评价应充分注重公众对政府网站的亲身感受,力求实现对政府网站绩效进行人本性量化评价.因此本文试图构建一套基于用户的政府网站绩效评价指标体系,以促进政府网站的建设.

根据“政务公开、公共服务和公众参与”政府网站三大功能要求,结合“以人为本,政务为民”的服务理念.首先,本文构建的基于用户的政府网站绩效评价指标体系,将从政府网站的近况、信息公开、网上办事、公众参与、等方面进行分析评价.接着,基于用户的政府网站绩效评价指标体系是反映用户对政府网站满意情况的统计指标,可以形成对政府网站绩效的标准化客观定量分析结论.该指标体系反映的是当前政府网站建设的特点和现状,因而具有一定的时限性.最后,在信息化技术的不断发展和用户需求的不断变化,指标体系中的某些指标和权重都将发生变化.因此,在实际的应用中,可以根据这些变化对指标体系进行调整,使该指标体系可以更好地反映政府网站绩效.
