社会保障制度是社会经济发展与进步的产物,也是现代国家文明的重要标志之一.依法建立社会保障法律制度已被世界各国视为其政治生活的重要组成部分与社会制度建设的基本内容.迄今为止,世界上已有160多个国家与地区建立了社会保障制度.我国也从建国之初就开始关注社会保障问题,并在国家经济发展的重大决定中予以确立这一制度.但我国社会保障制度还很不完善,与经济发展的现状不相适应,因此,建立一整套科学与完备的社会保障法律制度,发挥社会保障制度对市场经济框架构建的支柱作用,具有十分重要的现实意义.本文从我国现阶段社会保障存在的问题、它的重要性、应当坚持的原则以及立法的角度论述了如何在我国完善社会保障法律制度和为什么要完善这一法律制度的问题.
