从2000年开始,随着最低生活保障救助范围从传统的“三无对象”扩大到所有贫困群体,享受低保津贴的人数急剧增多,低保资格的甄别一时成为最棘手的问题.为维持受救助的社会公正性,全国各地相继实行了要求有劳动能力但不在岗的低保对象参加社区公益劳动、否则不予保障的政策.2004年3月,民政部在全国城市低保工作会议上明确指出,对有劳动能力和就业条件的困难人员,无正当理由拒不接受介绍就业者,以及无故不参加社区公益劳动者,原则上不应纳入低保.此政策性原则一出,立刻使原本未间断的关于低保对象是否需要参加公益劳动的争论更加激烈.毋庸置疑,目前这是一个在理论界和政策实践领域都需理清的焦点问题.在本论文中就对低保对象的依附性参与情况的研究,反应低保居民依附性参与的影响以及存在的问题,并提出相应的对策建议.
