财务公司是以加强企业集团资金集中管理和提高资金使用效率为目的，为企业集团成员单位（以下简称成员单位）提供财务管理服务的非银行金融机构。
2、成立财务公司的条件
凡在中国境内设立财务公司，应当报经中国银行业监督管理委员会（以下简称银监会）审查批准。
申请设立财务公司的企业集团（母公司），应具备以下条件：
（一）符合国家产业政策并拥有核心主业。
（二）申请前1年年末，注册资本金不低于8亿元人民币。
（三）申请前1年年末，按规定并表核算的成员单位资产总额不低于50亿元人民币，净资产率不低于30%。
