摘要
一个企业实现可持续发展的关键就是实现利润的最大化,降低成本是实现利润最有效、最根本的途径.但当前许多施工企业整体管理水平不高,成本管理制度不完善,施工组织、管理方式还是调用旧经验、老办法,以包代管,重包轻管,不进行科学测算、成本分解,项目成本控制流于形式.造成施工成本居高不下,企业利润越来越薄.因此,本文通过对项目成本控制理论和建筑施工阶段的成本控制的内容进行系统的概述,阐述了成本控制的内容,成本控制的原则和控制的方法,并列举了现阶段我国建筑施工企业在施工过程中成本管理方面存在的问题,并提出了具体的施工阶段的成本控制措施.

Abstract
The key to the sustainable development of a business is maximization of profits, costs cutting being the most efficient and fundamental means to realize profits.However, in many construction enterprises, managers currently do not possess considerable management skills, do not have perfect costs control systems. They unreasonablely stick to the out-dated experience and methods to control and manage the construction, substituting contracting for managing, favoring contracting over managing. Scientific calculation and costs analysis are not carried out so that the project costs control becomes formalistic.The results are high construction costs and poor profits.The paper summarizes the theories about the project costs control and the content of the costs control in construction, explains the costs control principles and methods, and lists the problems about the costs control during construction, and puts forward the detailed costs control measures.
